QUESTION: How do I make a 30 man raid?!?!
ANSWER: You probably don't.
The simple truth is this little bug requires a lot of things to go right to work and unless you have a large group of somewhat organized players you probably won't be able to do it. Even if you are able to accomplish the desired results you can expect lackluster performance as you increase the amount of players in your mission. You are completely at the mercy of The Division's matchmaking system. I will put the basic steps below so you have an idea of how I have seen it work, not necessarily the only or best way.
Host: Fast travel to the selected mission ( The Russian Consulate is a good one ) and have two players join your party, the three of you stand right inside the doors. Make sure your party is open to the public and enable quick matchmaking, kick any players who join your group before they completely load in.
Player: Fast travel to the same mission starting zone as your host and set your difficulty to match your hosts as well, enter quick matchmaking. As you are auto-matched with groups leave until them you are matched with your desired host. Once you load into the game you should see your host in game ( not in your party ) and have about 10 seconds to run inside the doors before you are moved to your own instance and have to start over.
